If all of your fish are gilling rapidly it may be caused by a low level of DO (Dissolved Oxygen) in which case you will want to check your tank aeration system for proper output.

It may also be caused by high levels of ammonia or nitrites (cycling?) in your tank. Does your fish frequently scratch or rub up against objects in your tank?
