What is a Jaubert/Plenum Filter?

The Jaubert systems were pretty popular among the dedicated reef tanker purists just a few years ago. Inexpensive to build and beautiful in their simplicity, are the Jauberts destined to the fate of the UGF's, or are they still a viable biological filter for the SW aquarium hobbyist?
